这个标准根据英语水平分为9个等级，包括从小学到大学的所有教育阶段。
其中，1-2级为小学生，3级为初中生，4级为高中生，5-6级为非英语专业的大学生，7级为大学生，8-9级为主修英语和英语水平较高的人。
除了听说读写能力以外，这个量表还包括语用能力，比如翻译。
这可以帮助学生的语言实践能力和文化交流能力。
