很多人都有因为一时冲动办了大额健身卡会员身份，但是后来却因为种种原因没有使用过几次的经历。
这种预付费类的消费总有退卡难，退费难的问题。
最近上海市发布了一个新规定，如果办理健身卡，会员在办卡后将有七天冷静期，也就是说消费者在签署合同之后的七天内，如果未使用会员服务，就可以单方面解除合同并且获得全额退款。
规定对于退费细节，余额计算，退费期限等都做了明确设定。
这样做考虑到了因为商家过度营销而导致的冲动消费，也平衡了商家和消费者的利益。
