到2022年左右，中国65岁以上的人口将占总人口的14%，由老龄化社会转变为老龄社会。
高龄化是中国人口老龄化的一个重要特征。
报告测算，2020年中国65岁及以上的老年人约有1.8亿；
2050年时，中国65岁及以上的老年人将达到3.8亿，占总人口比例的27.9%。
如果将60岁及以上的年龄作为老年人口的标准，中国的老年人口数量将会更多，到2050年时将有接近5亿老年人。
面对这个问题，中国有很多制度需要重新设计，比如需要规范退休年龄，提高法定退休年龄，实行弹性退休制度，实施退休申请制度，完善退休人员待遇机制等。
