有一天，女娃坐船到东海去玩，海上的风浪非常大，把女娃淹死在海里了。
女娃的灵魂变成了一只叫精卫的小鸟。
这只小鸟长着花脑袋、白嘴、红爪，大小有点儿像乌鸦，住在北方的发鸠山。
她恨大海，因为大海让她早早地死了。
为了不让其他年轻的生命也这样死去，精卫不停地飞去西山带来小石头或者树枝，然后飞到东海，把这些东西扔进去，想把大海填平。
大海嘲笑精卫：你飞一百万年，也不能把我填平！
精卫说：即使是一千万年，到世界末日，我也要把你填平！
精卫不停地飞，直到今天，她还在继续填海。
